August Term, 1998 Submitted: March 9, 1999 Appeal from a judgment in the United States District Court for the Northern District of New York (Rosemary S. Pooler, Judge), dismissing Plaintiff-Appellant's fee-paid civil rights complaint, pursuant to 28 U.S.C. § 1915A, for failure to state a claim upon which relief may be granted. We hold that § 1915A applies to all prisoners, regardless of whether they proceed in forma pauperis, and that the District Court may dismiss a plaintiff's complaint pursuant to § 1915A before the complaint has been served and without offering the plaintiff an opportunity to respond. Affirmed.
